Based upon the culture description, it appears that this palm may be viable in a NorCal 9b habitat......

It doesn't like "wet feet" or shade. So drainage is a must. While it could tolerate NorCal cold all right, it can also tolerate and enjoys hot blazing sun.
I don't know if anyone is growing one up there. It does well in Ventura. So it's worth a try - just give it full sun and exceptional drainage.
